Web Front End Designer

Below is a list of the things that we need a web design company or freelancer to be able to do.
* Must have an in depth knowledge of HTML and CSS and how it works together. * Must be familiar with a vector graphics tool. * Must be able to design based on standards (HTML, XHTML, CSS etc). * Must understand current trends and follow current best practices (valid code, accessible code, semantically correct code) in web design. * Must be able to understand terms like SEO. * Must have an in depth understanding of the limitations of the web (We do not want to see a beautiful mock up done in Photoshop only to find out that it cannot be reproduced in HTML without the heavy use of images or flash). * Must have an understanding of Typography and how it works on the web. * Must be good at visual design with any color scheme. * Must be able to focus on the usability of the site. * Must have a working portfolio site (No portfolio sites with just images, we are not looking for Photoshop experts. The portfolio site must either have working web pages or links to live sites). * It will be great if you can handle the Javascript part (our prefered framework is JQuery but any framework or just javascript is also good) i.e. We are really looking for someone that can do the entire front end design
